Once you remove the malware from your computer then those %26quot;effects%26quot; will either go away on their own or you will then be in the position to ask whether it can be fixed by reinstalling something... like IE or Windows.
First off... do not take any idiots advice that tells you to download some %26quot;tool%26quot; or %26quot;fix%26quot; especially when they have no way of knowing if you are infested with that particular virus. Clearly they are either clueless or malicious.
If you have some type of security installed on your computer at this time... clearly it is not working... so either you are using a product from an unreliable vendor (like avg or some other freeware) or you've neglected the one you've got and it needs to be corrected. So figure that out. I recommend you invest in a proper security suite (antivirus, firewall, antispyware, etc) from one reliable vendor (like mcafee or even norton) and ensure it is properly configured and kept completely up to date.
To try and identify which bug(s) you've got you can go to a reliable vendor site like Symantec.com and run their free web based scanner. Then you will know whether a security suite can take care of the problem alone or whether you need to do some manual things first.
You can always take the computer to a reliable and qualified technician / shop and have them properly assess the situation and resolve it with the least amount of data loss.
Bottom line... if you are not going to upgrade / correct your security protection then formatting and reinstalling windows will only get you so far... before you are reinfested.
